A, Preliminary
1 The name of the society shall be ‘Exmouth Town Golf Society’ (ETGS)
2 The address of the club will be that of
the elected secretary as current for the forthcoming year.
3 The objective of the society is to set
a competition staged through out the season as explained in section
C.
‘To promote a
social gathering of members and guests.’
B, Membership
1 The membership of the club will be constructed
of ordinary members and the committee.
Candidates for ordinary
membership must be proposed by one member of the society, the
proposal must then be seconded by another member before being
passed by the committee.
Any ordinary member or
committee member can object within 14 days of the proposal. Any
objection will mean their membership is not accepted.
Ordinary members and
committee members alike will be liable for their annual subscriptions
and green fees.
2 A member who terminates their membership
or has had their membership terminated as in Section G is not
entitled to the return of their annual subscription.
C, Competition & rules
1 The competition will be staged through-out
the season as ordinary & special events. These
games will be played to the Stableford
format. The best 5 scores for each member will be added together
at the end of the season to determine their final score. The member
with the highest final score will be declared as the champion.
In the event of a tie, the winner will be determined by a count
back of scores.
2 The competition will be played at various
venues through out the season as pre arranged by the events organizer.
A list of venues and tee times will be
available from the events organizer when he has booked the venues
for the season.
3 Ordinary events: - Games
as depicted by the committee as an ordinary event, usually
a one day event as pre arranged by the events organizer.
4 Special events: - Games as
depicted by the committee as a special event, usually a
weekend break as pre arranged by the events organizer.
5 Scores accumulated by any member from special
events will only be applicable if the member has played 5
or more ordinary events through-out the season
6 Various other competitions may be played
through-out the season as part of the society format. These competitions
will be run by either the committee or the sponsors of the competition.
Any scores accumulated by a member in these competitions may not
contribute to their final score.
7 The rules of the game will be as the current
publication of the R&A Rules together with any specific society
rules that may be added from time to time. Any deviation from
these rules will not be acceptable to the society.
8 Any member showing total disregard for
these rules may be disqualified from competitions. The committee
may also implement the actions in G3 below.
D, The Committee
1 The affairs of the society in all matters
not in these rules, reserved for the society in general meeting,
shall be managed by the general committee of the society
2 The committee shall consist of a Chairman,
Treasurer, General Secretary and Handicap Secretary. The officers
will stand down from their respective office each year but will
automatically be re-elected unless another candidate has been
proposed and seconded or they have previously indicated that they
wish to stand down.
Additional committee
members and posts may be appointed at a general meeting if necessary.
Any new post or candidate
will need to be proposed by one committee member and seconded
by another at least 14 days prior to a general meeting.
Each elected committee
member shall act in all matters in accordance with the directions
of the general committee of the society.
Four members shall constitute a quorum
of the general committee for general meetings.
3 If a committee member should resign other
than at a general meeting, or have their membership terminated
as under section G below, the committee are empowered to co-opt
a replacement immediately and as necessary from among the ordinary
membership of the society. The replacement must be proposed, seconded
and elected by a majority vote from the remaining members of the
committee. The chairman or acting chairman to
have the casting vote.
The replacement committee
member will again go out of office each year, and again be re-elected
as in section D2 above.
4 If a number of committee members should
resign simultaneously or have there membership terminated as under
section G below, such that the total number of committee members
becomes less than 2, Then a special general meeting shall be called
to re-elect a new committee.
E, Subscription and finance
1 The annual subscription for all ordinary
members and the committee shall be the sum as agreed at the previous
annual general meeting. Annual subscription from ordinary members
or the committee will be payable to the treasurer at the first
venue of the year. A newly elected members subscription will be
payable to the treasurer on his first game with the society irrelevant
to the calendar of events. If payment is not received in an acceptable
period of time as determined by the committee, then their membership
may be terminated and their name removed from the register of
members.
2 The treasurer shall keep a proper record
of accounts and present them at the annual general meeting, or
at any other time as required by the society present an accurate
report and statement concerning the finances of the society.
F, General meetings
1 An annual general meeting shall be held
at the end of each season. Notice of the time, day and venue shall
be given to members no less than 28 days prior to the meeting.
2 General meetings for the committee shall
be held if required to resolve problems or matters in hand. Details
of the out come of these meetings will be available to ordinary
members in minutes produced by such meetings.
3 At every annual general meeting and special
general meeting, every member of the society shall be entitled
to one vote upon every question raised. In the event of equality
in voting the chairman of the meeting (elected at the commencement
of the meeting) or the chairman of the society if present shall
make a casting vote. The secretary shall take an accurate account
of every meeting (minutes) and will be available to the members
after compilation
4 An agenda will be available 21 days prior
to the AGM, any items or proposals to be added must be received
a minimum of 14 days prior to the AGM. Any items not on the agenda
will not be discussed during the AGM.
5 The position of Captain will be confirmed
at the AGM.
G Conduct of members
1 Members of the society will endeavor to
conduct themselves in a suitable fashion applicable to any golf
course.
Dress codes and local
rules for the clubs / venues attended will be adhered to at all
times. Exclusion from any club / venue for any member will be
to the discretion of the club / venue and the general committee
of the society.
2 If, in the opinion of the general committee
a member (or committee member) has acted contrary to the interests
of the society or injurious to its reputation, it may require
the member (or committee member) to apologize for their actions
in writing. This must be received no more than 14 days from receipt
of the request. However, the general committee may, at its discretion
decide to implement the action in Section G3 below, immediately
upon recognition of his actions.
3 If the apology as in Section G2 is not
received with in the specified time, the general committee may
suspend or terminate the membership of the member concerned. Notice
of suspension or termination of membership will be passed in writing
to the member involved and a special meeting will be called by
the committee to resolve such issues. The member or members involved
will be notified in writing as to the time, day and venue for
such a meeting so if they desire they may be present.
At any such meeting,
any allegation against the member shall be related to the meeting
by a member of the general committee. The member
concerned, if present or if they desire shall be heard in answer.
A reasonable adjournment shall be taken to enable them to prepare
their answer. A decision will then be taken by vote by the committee
to either reinstate the member concerned or to terminate their
membership. The decision of the committee will be final and conclusive
H Handicaps
1 The handicap secretary will collate the
handicap for each member at each venue through-out the season.
Each member will be issued
with their handicap before the start of each game, be it an ordinary
or a special event or other competition within
the society format.
2 The handicap secretary will calculate the
handicap for each player for the beginning of the season based
upon his last six scores from the previous season. Players who
have not played six games will be given a handicap at the Handicap
Secretary’s discretion.
3 The maximum opening handicap for players
without a club handicap will be 28. This may be increased at the
handicap secretary’s discretion to a maximum of 36 after one round
has been played.
4 Handicaps are based on the average of the
best 3 net gross scores from the last 6 games played.
For handicap purposes,
scores greater than net double bogey are reduced to net double
bogey.
The net gross scores will be related
to the Competition Scratch Score (CSS) for the day.
The CSS will generally be equal to the
Standard Scratch Score (SSS).
The CSS of the day may be manually set
(Max +5, Min -3) if conditions warrant it.
Members on a handicap
of 28 or higher will not gain shots back until their handicap
reduces to 27.9.
Any member with a handicap
of 27.9 or lower may have their handicaps reduced or increased.
A player’s Exact Handicap is his handicap
calculated to one decimal place.
A player’s Playing Handicap
is his Exact Handicap calculated to the nearest whole number (0.5
is rounded upwards).
5 The handicap secretary will reject cards
without further address for the specific reasons listed in the
Rules of the society.
6 The handicap secretary’s decision is final
and conclusive.
I Alteration of rules
1 These rules may be revoked, added to or
otherwise altered by simple majority of members at a general meeting
of the society.
J Dissolution
1 If the club shall pass in general meeting
by simple majority a resolution of its intension to dissolve,
the general committee shall take immediate steps to discharge
all debts and liabilities of the society. Any assets of the society
will be disposed and added to the society funds. Any balance remaining
will be distributed pro- rata between all members of the society.
